全工作。 3.2.4 本工程实行安全生产三级管理,即:一级管理由项目经理负责,二级 管理由项目部专职安全员负责,三级管理由施工班组长负责。 3.2.5 施工前要编制安全技术措施,书面向施工人员交底并做好交底记录, 项目经理部安全负责人对安全措施的执行情况进行监督检查。 3.2.6 坚持特殊工种的持证上岗制度,杜绝无证上岗操作行为。 3.2.7 对施工机械要加强维修与保养,严格选用符合技术和安全规定的施工 机具。 3.2.8 施工现场危险地点应按照有关规范规定设置警示标志标牌,对有车辆 和行人经过的基坑周围根据需要设置安全警示牌。 3.3 安全教育与培训 3.3.1 安全教育与思想意识教育相结合,提高操作者的安全意识和自我保护 防范能力,牢固树立“安全高于一切,责任重于泰山”的思想。 3.3.2 实行“三工制”,加强工前教育、工中检查、工后讲解总结,积极开 展各项安全活动。 3.3.3 对各工种要及时进行安全操作规程教育,作好岗前安全培训。 3.3.4 特种作业人员必须进行专门培训,考核合格,持证上岗。 3.4、安全检查 3.4.1 定期检查:项目经理部要保证检查制度的落实,规定定期检查日期、 参加检查人员。 项目部每周进行一次,施工班组每天进行一次。 3.4.2 非定期检查:对特殊施工部位、特殊设备、施工危险性大,采取新工 艺以及节假日前后等要进行非定期检查。 3.4.3 对查出的事故隐患严格按照“四不放过”的原则处理。 3.5、安全用电措施 3.5.1、 施工现场用电必须符合建设部 JGJ46—2005 标准和安全生产用电的有 关规定,采用三相五线制配电,严禁采用三相三线制配电。 3.5.2、 施工临时用电按施工平面图规定架空设置,杆子用干燥木杆或水泥杆 子,上设角铁横担,用绝缘体架设。 3.5.3、 管道内照明电源电压采用 24V-60W 的安全灯。供电线路采用三相五线 制。

6.1 环境管理目标 本工程施工为地下结构施工和井外土方运输,因此将难以避免的产生噪声、 扬尘及生产生活废水等,对环境造成影响,我们将按照 GB/T 24001 环境管理体 系的要求精心组织施工。本项目的环境管理目标为: (1)生活、生产废水集中排放至沉淀池内; (2)建筑场界噪声控制:白天不超过 70db,夜晚不超高 55db; (3)现场目测无明显扬尘; (4)工程所产生的固体废物及危险固废分类、隔离堆放并及时合法处置; (5)环境污染事件为零; (6)现场文明施工,使设施标准,行为规范,施工有序、环境整洁,满足 业主要求。 6.2 环境保护措施 6.2.1、渣土外运措施 (1)在运输装车前对渣土垃圾进行适量洒水,使砂石颗粒略有湿度而不流 淌,即可进行装车运输。渣土的弃置按照有关规定进行处理。 (2)在确定渣土弃置场地以后,根据工地到弃置场地的道路情况,确定运 输行走路线, 安排专人在工地及弃置场地的进出口处对路面进行清洁维护,确保 路面整洁。

6.2.2、其它环境保护措施 (1)安排洒水车对道路进行洒水,将施工粉尘污染降到最低。 (2)现场设专人负责垃圾清理,及时清理,防止垃圾、粉尘的污染,做到 随落随清,保持环境整洁、舒适。 (3)废水、污液经过沉淀处理,不得直接排放进入河道内。 (4)生活用垃圾设专用垃圾箱,专人清运管理。建筑废物、废渣按时运走, 不污染周围环境、影响群众生活。出入路口设专人指挥,不影响交通。 (5)加强工程用料堆放管理,保持工地现场畅通无阻。 6.3、文明施工措施 (1)按施工组织设计中文明施工管理办法进行文明施工管理。 (2) 顶管施工临近珠港大道, 施工过程中必须注意, 施工人员不得攀爬围栅, 横穿公路,生产生活垃圾放至制定垃圾箱,现场不得随意丢垃圾。 (3) 顶管施工与外单位联系较多, 积极配合相关管理单位到现场监督、 检查, 与兄弟单位建立良好合作关系, (4)加强文明施工教育,宣传“人人争做文明施工人” 。 (5)施工现场布置合理,物料堆放有序,废弃物料统一收集处理,场容场貌 亮丽。 (6)工作井(接收井)开挖后,及时用钢管围护,外围用硬质彩钢瓦围挡, 夜间设置值班人员巡逻,在醒目位置设置安全警示标牌。

7、沉井施工应急预案

施工的转换必须按技术质量要求进行。遇有异常情况(坍塌、地下水层、粘土面 与地质报告不符)先停止作业,撤离危险部位,并及时向负责人汇报,不得擅自 处理。 (7)沉井的施工现场用围挡将现场与外界隔离并设安全标志,非施工人员 不得进入。施工人员进入孔内时,孔壁必须有防护措施,无安全防范措施任何人 不得下井。 (8)现场管理人员、现场施工人员必须佩带安全帽。严禁酒后作业,严禁 穿带钉、易滑鞋进行施工。严禁孔口作业人员脱离岗位,装卸土、料时间不超过 1 小时。 (10)沉井开挖后,施工管理及作业人员要注意地面和周围建筑物的变化, 管口如靠近时, 必须对地面建筑和地下障碍物采取加固保护措施后才能施工。挖 孔过程中要加强观察,发现异常情况,及时采取措施处理。 (11)施工操作人员需经过专业考试合格。 (12)对施工现场的各种保护装置、防护设施、安全标志,顶管工程未完, 不得随意搬动和拆除。 (13)如遇违章指挥作业时,施工人员有权拒绝施工。严格执行施工操作规 程的规定,不得冒险蛮干。

9、防高空坠落及物体打击措施
9.1 防止各类工具和滚石滚落造成高空坠落伤害,井上人员在进行作业时, 超过 1.5 米以上作业,必须使用安全带,防止从高空坠落。 9.2 井上工作平台必须设置有围挡,高度不低于 1.2 米。井顶周围设置防护 栏杆,井内水泵等作业设备必须进行加固,防止坠落。防护栏杆的底部必须设置 牢固的、高度不低于 18cm 的挡脚板,挡脚板下的空隙不得大于 1cm,挡脚板上 有孔眼时, 孔径不得大于 2.5cm。 施工人员在沉井上下施工, 采用斜道(马道) 时, 脚手架必须置于坚固的地基上,斜道宽度不得小于 1m 搭必须牢固。 9.3 工具要装在工具袋内或其他防止坠落的器具内用安全绳顺下,严禁向顶 管坑内投掷任何物料。为保证井下操作人员的安全。 9.4 沉井现场设置围挡和安全标志、警示灯,禁止非施工人员禁止入内,顶坑
